The CEO of Sinar Mas Agribusiness and Food Plantation for Riau Region Franciscus Costan remarked, “We„re capable of optimally preventing fires in our forests, estates and lands through cooperation between the government, businesses and local communities. The onus is on us to take this collective responsibility which, if carried out collaboratively, will keep all fire hazards away.”

DMPA incorporates three important elements of fire prevention, conservation and food security into the programme. Based on experience in other areas the programme is expected to reduce the number of potential fires spots whilst improving community welfare and protecting the environment.

The programme will be implemented in the five villages over a three year period. In the first year, the focus will be establishing a Fire Alert Community (Masyarakat Siaga Api or MSA) and creating indicative maps delineating village boundaries in a participatory manner. The second year will see establishment of farmers‟ groups and development of Community Learning Centres where these groups receive assistance in implementing sustainable agriculture systems that are environmentally friendly. Finally, the third year will provide assistance for replication of the eco-friendly sustainable agricultural systems on community lands.

In addition to providing assistance and training to the target villages, the Company will continue to strengthen its existing systems to prevent and suppress fires – by deploying adequate Emergency Response Team (ERT) personnel, building sufficient infrastructure, ensuring the facilities and equipment for fire extinguishing are sufficient in number and in good condition as well as developing methods for detection and early warning against fire hazards.

“Looking back at some of the previous DMPA pilot projects in Jambi and Ketapang, we‟ve been able to recognise the importance of the support and active roles that the MSA plays at the forefront of early detection, fire prevention and dissemination of fire prevention to all levels of the village community. Thus, volunteers will be provided with good coaching, training and sufficient basic firefighting equipment,” added Franciscus.

The volunteers will be trained and supported in monitoring hotspots effectively, and delivering information quickly to the prevention team, whether by e-mails, short messages (sms), phone calls or other means of communication. Monitoring of the relevant locations and fire spots is also carried out utilising drone technology and a satellite-based hotspots monitoring system whose data processing will be forwarded to ERT and MSA Commands in the areas of operations.

With these five new villages, there are currently 22 villages receiving assistance under the DMPA programme run by Sinar Mas Agribusiness and Food, with locations spread in Ketapang, Jambi and Riau. They will soon be followed by villages in Seruyan of Central Kalimantan Province. In 2019, the company plans to engage five other villages in Indragiri Hilir District under its DMPA programme.
